Add cron management capabilities to QLAPI

- Added GetCrons, GetCronById, EnableCrons, DisableCrons, RunCrons to proto
- Implemented gRPC handlers for new cron operations
- Updated client.js to expose new methods to scripts
- Updated sample to demonstrate new API usage
