build: unify container Node 24 and build ARM64 bundles natively

Unify Alpine and Debian images on Node 24, remove Debian arm/v7 from the published matrix, and build ARM64 upgrade bundles on native runners to avoid QEMU SIGILL.
Combines #3109 and #3110 .
